A Capital Improvement Plan (CIP) outlines the Town’s plan for achieving the goals and objectives desired by the Mayor and Town Council. The purpose of this plan is to forecast and match projected revenues and major capital needs over a specific period of time. Capital planning is an important management tool that strengthens the linkages between community infrastructure needs and the financial capacity of the Town.
What types of projects are included in the CIP?
The Town decides the cost threshold and types of projects to include in the CIP. Currently projects with a cost greater than $100,000 and a useful life of at least two years (excluding vehicles and other rolling stock) are considered candidates for the CIP. This includes:
Renewal and replacement of existing infrastructure
Streets / sidewalks / paths
Electric utility undergrounding
Storm water / drainage
How are the projects determined?
The projects are determined and ranked in four steps. These steps include:
Identify needs / projects
Determine project costs
Develop financing strategies.

APS Undergrounding District 30 - Scottsdale Road and Jackrabbit
Located on the east side of Scottsdale Road between Jackrabbit and Vista, District 30 is the final APS undergrounding project within the Town. APS has nearly completed design of this project and the resident funding threshold has been met. Currently the final easement documentation is being completed. Watershed Studies - Cherokee and Cheney Watersheds
In response to recent storm events and their effect on town residents and resources, the Town Council has initiated a townwide stormwater study. This engineering study involves a total of six watersheds over three years and will encompass the entire town. It will document existing conditions within the town, identify possible solutions, consider possible funding sources, and prioritize future stormwater infrastructure improvements. SRP Undergrounding Keim District - 44th Street to Hogahn Dr
This 14 lot undergrounding district includes the conversion of overhead power lines and phone lines. The existing lines are in rough terrain and are hard to maintain for the utility providers. The proposed plan includes relocating the lines into the right-of-way in front of the homes in the area. Design is almost complete and public outreach has begun. Assuming the necessary contributions are met, construction should begin in late 2017.
Roadway Improvements Related to the Ritz Carlton Resort - Lincoln, Mockingbird and Indian Bend
The town is currently engaging qualified engineering firms and contractors to design and build several miles of roadway near the future Ritz Carlton Resort. The roadways include Lincoln Drive between Scottsdale Road and Mockingbird Lane, Indian Bend between Scottsdale Road and Mockingbird Lane, and Mockingbird Lane from Lincoln to Northern. These improvements to the roadway include paving, curbing, sidewalks, bike lanes, landscaping, traffic signals, and stormwater improvements. More information regarding this project will be available as it progresses. It's anticipated the design work will begin in the summer of 2016 with construction beginning in 2017.
